What’s the meaning of RICA?
You will hear South Africans talking a lot about their SIMs being RICAed. But what does it mean? Well, RICA stands for Regulation of Interception of Communications and Provision of Communication-Related Information Act (RICA). It’s a law that came into force in 2003.
Under this law, all cellphone users are required to register their lines. You need to provide your network with your full name and ID number, as well as your contact details. The aim is to make phones that are used to commit crimes traceable.

However, to do so, they do need to get a warrant from a judge. And they need to provide strong cause why they want to bug your phone in order to get the warrant. So, you probably do not have anything much to worry about if you are a law abiding citizen.

Apparently, the following are the SIM card limits in South Africa Vodacom – 100 per customer. MTN – 10 per customer. Telkom – 10 per customer. Cell C does not have a limit. Please call 081 180. As to have the SIMs you no longer use deregistered.
